Jay,

Here is the status of the followup items from my notes from the Arlington Heights Civic Association meeting last week.

1.  Color of concrete.  Curing compound is necessary on freshly poured concrete.  It "seals in" the moisture that would evaporate from the surface, which allows the concrete to cure properly.  There is a clear compound, but it doesn't work as well because the applier has a more difficult time deciding if everything is covered, and the actual color is more mottled.  We have sprayed the white compound on the older surrounding concrete on some projects, but the person that mentioned the issue said the concrete had been down for some time and he did not want is sprayed again.  I can't think of something further we can do to make the color more uniform, at this point.

2.  Detour for open cut trenching along S. Fillmore Street.  I understand the contractor still has not started his work, although they have a permit.  In checking with the Traffic Division, they mention the detour issue was discussed with the contractor at length.  The contractor is to file a detour plan with Kathy Kilby 228-3729 before beginning work.  You may contact her for the latest details.

3.  Notice to property owners of pending construction.  This is another issue that was being worked by our staff.  The Customer Service Supervisor reports she had made a list of extra permit conditions in February as a result of the lessons learned from E-Spire.  The fourth condition is:

For proposed underground lines exceeding a quarter mile, the permittee/applicant shall notify in writing the president of the affected Neighborhood Civic Association and all of the affected homeowners prior to the start of construction.  If the proposes lines are less than a quarter mile, only the affected property owners shall be notified.  At a minimum, the notification letter to the president shall outline the scope of the project, construction schedule, the future use of the proposed underground lines, name of the field superintendent, and a phone number for additional information.  A copy of the letter shall be provided to the County.  The purpose of this letter is to provide ample notice to County residents and businesses owners prior to construction.  Names and addresses of the Civic Association presidents will be provided by DPW upon request.

4.  WGL evacuation fliers.  I passed on your suggestion to Fire Chief Plaugher.  He liked it and will bring it up to Washington Gas.

5.  No notice of water off by County crews.  I passed on our discussion to Randy Bartlett, Water-Sewer-Streets Division Chief.  He expects his crews to knock on doors when there is an emergency main break, and took your suggestion on a door hanger under advisement for discussion with his crew leaders.
